Minutes:
1. BOS meeting July 5, 2010: Motion JT/GA to approve as submitted, passed.
Bill Manifest: Motion JT/GA to approve with Bardis Construction, passed.
Payroll Manifest: Motion JT/GA to approve as submitted, passed.
Reminders: Hazard Mitigation Plan review Friday, July 23, 4-5PM

Recognition of Visitors/Public Input: None

Transfer Station Report:
1. Attendant job descriptions: GA and JT noted description outlines attendant responsibilities for routine operational oversight, planning and budgeting at Transfer Station; Also noted $500 ceiling for attendant-directed maintenance repair projects and need for cooperative equipment sharing with Highway; JJ and FE in agreement.
2. JJ noted need to test burn pit ash.
3. Gobin contract renewal needs review by full Board 8-2-10.

Highway Department Report:
1. Diesel pump: Register repaired to allow tracking of usage; DL described options to manual recording but did not recommend action at this time.
2. Cold Pond Road shoulder work delayed until 7-20; Culvert extensions complete.
3. Job description amendment to authorize Highway Supervisor to hire part time help as needed; Motion JT/GA to accept amendment as first reading, revisit 8-2-10, passed.
4. FEMA February windstorm completion certificate: Motion JT/GA to sign pending confirmation from NH Emergency Management field rep, passed.
5. Derry Hill/Duncan Road owners in discussion concerning traveled way; Need letter enclosing permit application for work in right of way.
6. NHEC pole review request, Old Charlestown Road: Motion JT/GA to authorize DL to sign off once satisfied with location, passed.

Action Items:
1. Building permits:
a. Firestone shed, Saw Mill Road: Motion JT/GA to approve contingent on completion of side setback information and property layout sketch, passed.
2. Intents:
a. Goodwin: Motion JT/GA to sign but hold for completion of cut acreage, passed.
3. Correspondence:
a. Augustinowicz 7-11-10 reply: Town not involved in recent neighbor complaint; cc: Town Counsel.
b. Augustinowicz Legal Notice #2 reply signed; Hold for TE signature.
c. Murphy reply: Current Use cannot be applied retroactively.
d. Joseph reply contained in kb memo to Town boards and cc’d to Joseph.
4. 2010 Policies updating: Incorporate language discussed into drafts and revisit for first reading 8-2-10.

Discussion:
1. Connecticut Heights: Certified letter of 5-5-10 received; GA will visit site to determine status.
2. Town Lands 2009 recommendations: 229-30 recommended for sale; Research Town Counsel process description in preparation for 2011 Warrant article.
3. ConCom recent discussion concerning LUCT payment needs Treasurer input.
4. Highway and Transfer Station building painting under oversight of DL and JJ respectively.
5. Motion JT/GA to move to nonpublic per RSA 91-A:3,II(a), passed, 8:50PM; Returned to public session 8:52PM.
